Today while I had some free time I decided to read the manual for the Mixdeck Express, as I am purchasing one very very soon. While I was reading it, I had a little bit of confusion. I understood it was MIDI capable but as I was reading I saw this written down several time throughout the manual. " Note: The mixer controls do not have any MIDI function" I was wondering if you could clarify and expand on what that means because clearly I am confused, ahaha.

It sounds like you may be talking about the fact that the Mixdeck Express does send midi signal from the platters but works on external mixing. Meaning that sound is send to the mixer and is self contained in the unit. The mixer portion of the unit does not send/receive midi signals and acts like an analog mixer.
